Performs analysis at all levels of the total system product including concept, design, fabrication, modeling, test, installation, operation, maintenance and disposal. Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Considers and evaluates alternatives accounting for similar metrics. Manages configuration process, performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications. Ensures the logical and systematic conversion of product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs architectural exploration. Decomposes customer specifications and system level requirements into sub-system and piece part requirements, and generates verification criteria and plans for the requirements.
**Major areas of responsibilities or tasks:**
+ Development and management of budget, staffing, and or business/operations results
+ Participate in the organizational strategic plan in conjunction with the business leaders
+ Lead and/or participate in leadership meeting
+ Establishes operating budgets, monitors the cost, effectiveness, and reliability of activities to optimize resources, prioritize spending, and ensure that business objectives are met.
+ Establishes plans and strategies for requirements management, reliability, logistics, coordination of different teams, evaluation measurements, and other disciplines for large or complex projects
+ Facilitate an environment of communication, cooperation, and innovation
+ Direct the utilization of advanced principles, theories, and concepts for products and software/hardware development.
+ Ensure department employees receive training necessary to perform their functions and learn new skills to allow for professional growth.
+ Guide team members on the creation of product artifacts, procedures and execution baselines, program execution and staffing plans, and technical risk assessments in support of customer expectations and business objectives.
+ You will guide team members on, the management of scope, schedule and budget for engineering activities; you should be well versed in using Earned Value Management System (EVMS) performance measurement; you should be able to assign and coordinate staffing associated with engineers, contractors, subcontractors, quality and other support teams.
+ You will guide team members on the utilization of internal engineering processes and provide assurance that the software/hardware development is consistent with requirements for product security, safety, reliability, maintainability, performance, qualification and certification.
+ Lead, review, and provide mentorship to team members on bid and proposal activities for pursuits.
+ Perform hiring, performance assessment and personnel issue management. Manage resources to ensure department meets delivery goals.
+ Lead the engineering team using strong interaction, interpersonal, coaching, mentoring and negotiating skills.
+ Educates team members on appropriate policies, procedures, and control processes to meet work requirements and business objectives.
+ Develop and maintain an effective working environment by promoting the highest level of participation and integration in harmony with the company and people values.
+ Contribute to the overall goals of a safe environment, and assures active participation of subordinates. Keep employees constantly informed of risks and unsafe conditions, identify violations, and take corrective actions as required.
**Other major areas of responsibilities or tasks**
+ Attend and have participation in group meetings, teleconferences and/or training required.
+ Actively participate in initiatives for continuous improvement using ACE tools efforts. Obtain ACE Associate certification.
+ Support project management activities.
+ Based on business needs, you may be required to support other duties/functions within the company.
+ Bachelor's degree in Computer Science, or Engineering.
+ Three (3) years of supervisory or management experience
+ Eight (8) years of experience in hardware, software or systems
+ Understanding of the software, as well as, hardware development and integration process from requirements gathering through test and certifications.
+ English fluency (verbal and written)
+ Strong leadership, organizational, and project management skills including risk management, project scheduling and staffing
+ Experience with project management tools such as Microsoft Project or Primavera
+ US Citizen
+ Experience as project leader managing scope, schedule and budget for engineering activities
+ Knowledge and experience applying Earned Value Management System (EVMS) performance metrics
+ Experience with bid and proposal efforts for engineering programs
+ Experience with Microsoft Office applications
+ Excellent written and verbal communications skills and the ability to work well with others in a professional team environment
+ Strong interpersonal skills
+ Excellent at promoting teamwork
+ Possess strong leadership skills as demonstrated with interpersonal interaction, individual mentoring to develop the team composition, and training.
+ Self-starter and have strong analytical skills.
+ Background and / or knowledge of digital electronics and experience with digital electronics design principles and techniques are preferred.
+ Previous experience with requirements management tool (i.e. DOORS, Teamcenter), C/C++, C#, or Jovial in embedded application environment is preferred
+ A working knowledge of Agile software development, Information Assurance, electronic hardware development and Software Assurance is advantageous.
+ Knowledge of test script development using Python is preferred.
+ Experience in supporting the development and implementation of a business strategy is advantageous.
